Why this step

These are outcomes, not failures, and the system has a place for both. Report what stopped you, with a photo — a locked gate, unfinished blockwork — and the office is told at once so they can chase the contractor or re-plan the visit. A wasted trip that is recorded is worth something; one that is only complained about in the van is not.
