Why this step

Submitting hands the survey over. On a pre-quote the salesperson gets it immediately with everything they need to price it; on a production survey it goes to a manager to approve, whatever the measurements came to. Once submitted it is no longer yours to edit — if you need to go back, ask, and a manager decides.
